MedLab Planning Pilot Description
Pilot Concept and Approach
The Planning Pilot in MedLab is hosted by the Department of Planning of the Sicilian Region and is based on the activities of the TLL-Sicily Living Lab. TLL Sicily is the first instance of a concept we have called “Territorial Living Lab”, that integrally applies the LL approach to a territory and its citizens, its model of governance and its strategic plans for the future: in essence, it can be conceived of as a new model for regional development. As such, a TLL has not only a technical but also a social and political dimension.
The objective of a Territorial Living Lab (TLL) is thus to use ICT to develop innovative means of participatory strategic co-planning and territorial self-governance, under the assumption that citizen co-responsibility and ownership, awareness of context and implications of choices, and monitoring of the impacts of decisions taken can together finally generate models for sustainable spatial development. TLL Sicily aims to be the first instance of the model while in parallel extending it to other regions.
Organisation of the Pilot Action
The starting partnership for the Planning Pilot thus includes some of the key actors of TLL-Sicily – in particular the regional Planning Department, the Department of History and Design in Architecture of the University of Palermo, and CRES, a regional research centre. Pilot activities focus on a set of “case instances” that vary from real planning processes to active citizen groups concerned with territorial issues, and aim to foster network interactions among these cases in order to accompany the adoption of new ICTs while building shared territorial values. Among the “seed” case instances for the pilot are:
· The process for updating the Provincial Territorial Plan of Ragusa
· The evaluation and implementation of the Strategic Plan of Favara
· Networking with a series of citizen-driven initiatives in Sicily that participate in the Italian Kublai project
